How to achieve TMSA 3 Compliance Part Two

In this second article in our 3 part series discussing TMSA Compliance, we review three crucial elements: Element 4, Element 5, and Element 6.

Two health and safety people on a cargo ship

In the first article in this series on TMSA 3 Compliance, we reviewed how Tanker Companies can achieve compliance for the first three elements.

These consisted of:

  • Leadership and the safety management system.
  • Recruitment and management of shore-based personnel.
  • Recruitment, management, and wellbeing of vessel personnel.

You can read that article here>>

In this next article, we review the next three elements that form the thirteen key elements of TMSA 3:

  • Vessel reliability and maintenance, including critical equipment.
  • Navigational safety.
  • Cargo, ballast, tank cleaning, bunkering, mooring, and anchoring operations.

So, let’s get started.

Element 4 – Vessel reliability and maintenance including critical equipment

Element 4 of the Tanker Management Self Assessment reviews how your ships are maintained and to what standard. To clarify, these reviews are designed to understand how safely you are transporting goods against the impact of vessel operating costs. Therefore, your Ship Operators need to implement procedures that review equipment regularly. These procedures and reviews prevent hazardous scenarios in line with the ISM Code whether they are mechanical, electrical, or other.

An effective planned maintenance system that utilizes defect reporting and close-out procedures will ensure a vessels’ clarification status. Moreover, ensuring spares are available for planned maintenance work.

How can Shipnet help with Element 4 of TMSA 3?

Get a complete overview of all tasks with Work Planning:

The work planning module within ShipnetONE Technical XE provides you with a complete overview of all tasks. As a result, your fleet is able to keep up-to-date with all planned or unscheduled maintenance work. Furthermore, the module is integrated with our purchasing and safety modules. Therefore, supporting class and critical tasks by establishing processes for additional approvals, risk assessment, or controls for deferring.

Monitoring:

The built-in dashboards and reports provide a real-time overview of KPI’s. For example, you can monitor overdue maintenance, critical equipment, work procedures, and the status of essential spares and target tracking. Moreover, interactive dashboards provide data visualization and enable users to open relevant records and act directly.

Smart Data:

To achieve compliance for element 4 you need to capture structural integrity data. This data includes tank inspections or crankshaft deflections along with planned maintenance work orders. Because of this, we’ve designed our SmartForms to capture such data using highly configurable settings that adapt to your processes. Additionally, you are also provided automatic trending data through the use of dashboards.

Compliance:

You also need to ensure your vessels remain compliant with all statutory and trading certificates. Consequently, the Compliance Module within Safety XE helps you manage your certificates. Moreover, you are kept up to date using our automatic triggers and alerts. Most importantly, these notifications let you know when certificates need attention or are close to expiring.

Inventory:

As part of this KPI, your technical teams need to keep their list of critical spares up to date. That is to say; they need to perform regular audits while navigating their vessels. For this reason, our Mobility platform (within our Technical XE solution) enables your teams to manage their inventory on the go. Most importantly, the solution has a built-in future planning module integrated with our procurement solution. This integration allows you to plan critical jobs and order spares quickly and efficiently.

Keep Improving:

The overall aim of TMSA 3 is to achieve continuous improvement. For this reason, your planned maintenance system needs to adapt and improve through formal change request processes. In other words, you need to monitor and implement changes and corrections for your maintenance data. As a result, our Technical XE solution gives you:

  • An accurate overview of your inventory in real-time, ensuring the strategy’s execution for reliable maintenance onboard vessels.
  • The ability to easily execute work orders, inventory audits, receipt of goods, checklists, SmartForms. Additionally, you can run hour updates for your vessels ensuring real-time updates through the mobile platform.
  • Up to date information on maintenance activities across the ship and shore.
  • The ability to ensure compliance with SIRE VIQ and any company-specific requirements for reliability and maintenance standards.
  • Establish a procedure for vessel condition reports. The reports summarise vessel conditions on a certain frequency, ensuring continuous monitoring and maintenance systems are in place.

Element 5 – Navigational Safety

Accessible Procedures:

For your Vessel Masters to successfully implement procedures to achieve navigational safety across your business, requires a system that makes all procedures accessible across your business. Consequently, the document system within our Safety Management System provides complete visibility & accessibility of all procedures across an organization. Additionally, the system enables Vessel Masters & Officers to create virtual & specific manuals.

Your Vessel Masters can create and publish comprehensive navigational procedures covering all stages of a vessel’s voyage, including:

  • Bridge manning levels.
  • Calling the Master.
  • Navigation with Pilot aboard.
  • Management of lengthy periods with increased bridge manning.
  • Hazardous navigational transits.
  • Use of the BNWAS.
  • Use of electronic navigational aids.
  • Under keel clearance.
Assess Your Bridge Team’s Preparation:

To also achieve Navigational Safety in Element 4 requires your Vessel Master to assess the bridge team’s preparation. Using our built-in Navigational Assessments Module, you can effectively assess all preparations through the use of electronic checklists.

These checklists enable you to assess a wide range of aspects such as non-conformities, observations, or created action points and follow up with corrective actions to bring assessments to a close. Furthermore, they are accessible through our Mobility solution, enabling you to perform them on the go. Finally, your organization can share best practices across the fleet, promoting the Navigational Safety culture’s continual improvement.

Element 6 – Cargo, ballast, tank cleaning, bunkering, mooring, and anchoring operations

The final element we are covering in this article (Element 6) relates to a vessel’s structural safety and how it is heavily reliant on planned harmonious operations of its cargo, ballast, tank cleaning, bunkering, and mooring. To expand on this, TMSA 3 outlines industry best practice guidelines for all cargo related operations, including IBC, IMSBC, BLU, CSS codes, IMO, ICS, ISGOTT publications, and BLU Manual.

How can Shipnet help with Element 6 of TMSA 3?
